Haryana IPS officer Y. Puran Kumar, a 52-year-old from the 2001 batch, tragically died by suicide from a gunshot wound at his Chandigarh home. Before his death, he left a “final note” that heavily criticized eight senior police officials, including the Haryana Director General of Police (DGP) Shatrujeet Kapur and former Rohtak Superintendent of Police (SP) Narendra Bijarniya. The officer accused them of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.”
2. Family Blocks Autopsy, Demands Arrests
Seven days after the officer’s death, his autopsy has still not been conducted. Puran Kumar’s family is refusing to allow the procedure until the two main accused named in his note—DGP Shatrujeet Kapur and former SP Narendra Bijarniya—are immediately arrested. The officer’s wife, IAS officer Amneet Kumar, has filed a complaint with the police seeking an FIR against the two, demanding charges of abetment to suicide and under the SC/ST (Prevention of Atrocities) Act. The investigating team is currently urging the family to give consent for the postmortem to proceed “at the earliest.”

Following intense pressure from the deceased officer’s family, the Haryana government took action by transferring Rohtak SP Narendra Bijarniya. 4. Details of the Harassment Allegations
In his final note, Puran Kumar explicitly alleged that DGP Shatrujeet Kapur was continually harassing him by encouraging SP Narendra Bijarniya to ruin his name and reputation. He claimed the DGP failed to act on his previous complaints against Bijarniya, which he said only gave the SP more confidence to attack his reputation and issue unauthorized orders. At the time of the incident, Puran Kumar was posted as the IG of the Police Training Centre in Rohtak. The note also appears to be linked to a separate issue where a head constable was arrested for allegedly demanding a bribe in Puran Kumar’s name while the officer was posted in Rohtak.
